Former Inspector General of Police in Rwanda, Emmanuel Gasana, has been arrested, following his suspension by the Prime Minister on the orders of President Paul Kagame. Gasana is under investigation for corruption-related offenses, according to officials.

Rwanda’s Investigation Bureau (RIB) has stated that details of Gasana’s alleged offenses will be made public soon. Gasana had served as the head of the police force from 2009 to 2018. Before his role in the police, he held the position of Lieutenant Colonel in the Rwanda Defence Force (RDF), where he oversaw military logistics.

During his tenure as Inspector General of Police, Gasana was known for modernizing police training, enhancing the institution’s investigative capabilities, and facilitating the construction of improved accommodation and operational facilities for the law enforcement agency.

A source emphasized the principle of equality before the law in Rwanda, saying, “Here, it doesn’t matter who you are, we are all equal before the law and are accountable for our actions.”

Gasana assumed the role of police chief after a prolonged vacancy following the removal of Andrew Rwigamba. However, in 2018, Gasana was replaced as IGP by Dan Munyuza, who was heading police operations at the time. Gasana subsequently served as the Governor of the Southern Province from 2018 to 2020 before being appointed to head the Eastern Province.
