Uganda is set to revolutionize its vehicle registration system with the introduction of digital number plates, slated to begin on November 1. Initially debuting on new motorcycles, the rollout will expand to include all vehicle categories by January 6, 2025.
Security Minister (Rtd) Maj Gen Jim Muhwezi confirmed the establishment of a production line in Kampala to meet the anticipated demand of over 2.2 million vehicles nationwide. The phased replacement of traditional plates is expected to be completed within two years.
Delays in the project, originally scheduled for March 1 and later postponed due to logistical challenges exacerbated by global supply disruptions, including those linked to the Russia-Ukraine conflict, have now been resolved. The initiative received support from the Kampala City Traders Association (KACITA) after addressing concerns over public awareness and operational readiness.
Addressing current challenges in vehicle management and security, Minister Muhwezi highlighted the Intelligent Transport Monitoring System (ITMS), designed to enhance tracking capabilities and administrative efficiency. Collaborative efforts with service providers have ensured infrastructure readiness and compliance with national data protection laws.

“The ITMS integrates advanced security features, including real-time tracking and robust identification measures,” stated CP Ezrah Mujabwami of the Uganda Police Forces. This integration, complemented by CCTV networks and existing databases, aims to bolster national security and streamline traffic management.
Local production efforts have been bolstered with the establishment of a manufacturing facility equipped to handle demand, ensuring timely distribution of digital plates and associated components.
Looking ahead, Uganda anticipates significant strides in crime prevention and revenue generation through enhanced traffic enforcement and vehicle identification capabilities under the ITMS framework. With phased implementation ongoing, the government remains committed to enhancing transport security and operational efficiency across the nation.
