Dr. Eunice Apio Otuko, the flagbearer for the Uganda People’s Congress (UPC) party, has emerged as the victorious candidate in the recently concluded Oyam North by-election. The by-election was necessitated by the unfortunate demise of Col. Charles Engola, who tragically lost his life in a shooting incident involving his bodyguard, Pte Sabiti.
