In Kinyamaseke town council, Kasese district, more than sixty beneficiaries of the Parish Development Model strategy have successfully received the funds. During an address to the qualifying beneficiaries, Ms. Eva Ngene Biira, the town clerk, extended her congratulations and urged them to adhere to their business plans. She highlighted that the government had invested over six hundred million shillings in Saccos through various poverty elevation programs in the area.
Hon. Betty Karoko, the Kasese district woman councilor for Nyakatonzi subcounty and Kinyamaseke town council, emphasized the importance of considering the welfare of persons with disabilities (PWDs). She commended the local leaders for their unity in serving the community.
Mr. Moses Isekyiwene, among others, expressed gratitude to the government for providing the funds. He believed that these funds would help alleviate poverty in the local community, emphasizing the need for beneficiaries to follow the refund guidelines.
Earlier, Ms. Eva had mentioned that streamlined refund plans would result in increased benefits for the recipients.
What You Need To Know About PDM
The Parish Development Model (PDM) is a government-led initiative in Uganda aimed at promoting community-driven development at the grassroots level. It is an approach that focuses on empowering communities within parishes to identify their development priorities and implement projects to address them.
The PDM initiative was launched on 26 February 2022 in the eastern district of Kibuku by the President of Uganda Yoweri Museveni. It was a strategy to improve service delivery and alleviate poverty at the grassroots level.. The model recognizes that development challenges vary across different regions and communities, and therefore aims to decentralize decision-making and empower local communities to address their specific needs.
The PDM operates through a bottom-up approach, where communities within a parish are actively involved in identifying their development priorities and designing projects to address them. It encourages community participation, ownership, and accountability in the development process. The government provides financial support to implement these projects through various channels, including savings and credit cooperative organizations (Saccos), which are community-based financial institutions.
Under the PDM, funds are allocated to parishes based on their specific development needs. The funds are then disbursed to eligible beneficiaries who have submitted viable business plans or project proposals. The beneficiaries receive the funds to implement their projects and are expected to adhere to refund guidelines to ensure sustainability and accountability.
The PDM aims to enhance socio-economic transformation in rural areas by empowering communities, fostering self-reliance, and improving service delivery. By promoting local ownership and participation, it seeks to address the unique challenges faced by different communities and contribute to the overall development goals of Uganda.
