Bribery Scandal Clouds Old Kampala S.S.S Headteacher Posting

Kampala, Uganda | THE BLACK EXAMINER | At Old Kampala Secondary School (S.S.S), a dark underbelly of corruption and political influence has been exposed, tarnishing the integrity of head teacher appointments. The sequence of events begins with the attempted transfer of Mr. Ssuuna William and sheds light on the illicit dealings that have plagued the process.

Before Mr. Ssuuna William’s anticipated transfer to Old Kampala S.S.S, a shocking revelation surfaces involving Mr. Zziwa Ibrahim Ssekasanke. Seeking to secure the coveted position, Ssekasanke allegedly engaged in bribery, offering a substantial sum of shs7,000,000 to Deputy Commissioner Secondary Education, Mr. Kyaka Alfred. Despite the significant bribe, the transfer never came to fruition, raising questions about the integrity of the appointment process.

Ms. Zuria Karim, Headteacher at Kinyogoga Seed School, attempted to broker peace between Mr. Ssuuna William and Mr. Kyaka. She proposed a controversial resolution: Mr. Ssuuna was encouraged to raise the same shs7,000,000 to facilitate the reimbursement of Mr. Zziwa Ibrahim Ssekasanke. This proposal, however, was vehemently rejected by Mr. Ssuuna, sparking a conflict that involved Mr. Kyaka, Deputy Commissioner Secondary Education, and other unidentified individuals.

Simultaneously, the corruption scandal extends beyond the school premises to the Ministry of Education. Mr. Kiberu, the former Human Resource Commissioner, is implicated in soliciting a staggering bribe of seventy million shillings from Male Livingston, the former deputy headmaster of Lubiri S.S. The promised incentive was a transfer to the prestigious Old Kampala S.S.S.

After Male Livingston paid the bribe, Mr. Kiberu, on a phone call to Mr. Ssuuna, instructed him to collect his transfer letter. This alarming directive raised immediate concerns among stakeholders and prompted swift intervention by the Inspector General of Government. The transfer process was abruptly halted, and investigations were launched into the suspected corruption within the Ministry of Education.

Reports suggest that Mr. Kyaka is once again engaged in discussions with Mr. Zziwa Ibrahim Ssekasanke to strategize a new attempt at transferring to Old Kampala S.S.S. This potential transfer, if successful, would replace Mr. Ssuuna, who is rumored to be facing an imminent transfer.

Additionally, Mr. Kiberu is actively lobbying for the transfer of Mr. Male Livingston to Old Kampala S.S.S. The concern among stakeholders is palpable, as this move implies potential mismanagement of school funds, with Livingston securing the position through bribery.

The Parent-Teacher Association (PTA) of Old Kampala S.S.S expresses profound concern regarding the allegations and their potential to detrimentally affect the school’s academic standing and reputation. The PTA advocates for an unblemished and merit-centric approach in the appointment of headteachers. Emphasizing the need for transparency, the PTA calls for a selection process free from the taint of bribery and political interference, striving to ensure the integrity and excellence of the school’s educational leadership.
