The Kigezi Region Territorial Police is actively pursuing Turyasingura Joshua, who is accused of committing aggravated defilement and murder against 13-year-old Kakuru Constance in Kanungu District, southwestern Uganda.

Kakuru, a 13-year-old student at Kashesha Primary School and resident of Rukarara Village, Kihembo sub-county, was allegedly enticed by the fugitive, subjected to defilement, and ultimately killed in a gruesome incident that occurred on January 4, 2024, around 8 pm.

Initial police findings indicate that the victim, accompanied by her twin sister, Kato Vastina, and two boys, James and Ntuuri, encountered Turyansingura while retrieving their pig at around 7 pm in Rukarara village.

“While on their way, they encountered the suspect, Turyasingura Joshua, at Ntararwe Hill. He called the victim and instructed her to purchase local waragi for him. Despite pleas from her twin sister to return home due to the late hour, the victim chose to stay with the suspect,” shared SCP Fred Enanga, the Police Spokesperson, during a weekly security briefing on Monday.

As a result, Enanga stated that the victim was left alone with the suspect. When the twins reached home, Kato informed their mother about her twin sister staying behind with the suspect.

The victim failed to return on January 5th, prompting local authorities to initiate a search. Her body was eventually discovered in a banana plantation around 9 am.

“Her body was found lying face up, with both the chest and thigh areas exposed. She had been sexually assaulted, tortured, and strangled to death. Her underwear was removed and found beneath her head, stained with blood,” Enanga explained. A post-mortem was conducted at Kihihi Hospital Mortuary, and the body was released to the family for burial.

In response to this tragic incident, the police strongly condemned such heinous acts of violence against young girls, emphasizing the need for the public to refrain from such behavior as it infringes upon the right to life.

“We consistently witness these appalling murders of young girls by individuals they trust and respect as adults. It is essential to recognize that young children have an undeniable right to life, protection, and well-being, which must be upheld by all,” Mr. Enanga stressed.

He further stated that the police are vigorously pursuing the suspect, urging the public to provide any information that could lead to the arrest of Turyasingura Joshua.
