President Museveni encouraged the leaders to adopt principles such as patriotism, Pan-Africanism, democracy, and socio-economic transformation through education, commercial agriculture, industries, services, and information communication technology.

He emphasized the importance of embracing modern methods to tap into Ugandan and African markets for economic development.

The training program was initiated by Major General Don Nabasa, the 3 Division Commander, and aimed to combine military and civil-military approaches to address the unique challenges in Karamoja.
