- The Speaker of Parliament, Anita Among, urged Kampala Capital City Authority (KCCA) to pay its casual workers’ arrears promptly. Workers protested unpaid wages, some for 45 months.
Anita Among, the Speaker of Parliament, has urged the Kampala Capital City Authority (KCCA) to settle outstanding payments owed to its casual workers.
On Monday, a group of laborers protested at Parliament, demanding compensation for months of unpaid work by the authority.
Some workers stated they had been pursuing payment for 45 months without success.
During Wednesday’s session, Among directed the KCCA leadership to address the grievances of the laborers promptly, highlighting that failure to compensate them goes against Article 40(1) of the Constitution, which mandates equal pay for equal work without discrimination.
“I implore KCCA’s leadership to address the concerns of these individuals. People cannot work without compensation. How are their families being supported? These workers deserve payment, as funds have been allocated for their wages,” stated Speaker Among.
Among’s call came amidst concerns raised by MPs from the Presidential Affairs Committee, led by Richard Sebamala, regarding the declining cleanliness standards in the city.
MPs questioned whether the deteriorating situation could be linked to the minimal daily wage of Shs6000 paid to street cleaners.
Dorothy Kisaka, the executive director of KCCA, attributed the low wages to the Authority’s limited budget.
Kisaka explained that the cleaners currently operate within their respective Savings and Credit Cooperative Organizations (SACCOs) in the five divisions, where they receive funds and manage themselves.
