MPs to Discuss Controversial Car Number Plates with Museveni

The Parliamentary committee of Physical Infrastructure is seeking to meet President Yoweri Museveni over the uncoordinated plans within the digitalization of car number plates.

This is after the committee hitting a snag in its investigations about the genuineness of the Russian company called the Joint Stock Company Global Security which was contracted to implement the project.

In 2018, Museveni directed the Ministry of Security to find measures of cubing by then increasing insecurity in the country among which was the installation of CCTVs and digitizing number plates.

However, in the ongoing investigations by the committee sparked by the Kampala City Traders Association (KACITA) petition questioning the modus operandi of the company.

Now, the committee has discovered mismatching and shocking information to the extent that the company is said not to be dealing in digitalizing number plates in Russia and may not be in existence which is most likely to cause the country a big loss of taxpayers’ money.

Among other findings by the committee, the company is to receive 80 percent of the traffic express fee penalties which Uganda Revenue Authority (URA) objects.

The Minister of Internal Affairs Kahinda Otafiire also denied knowledge of the progress of the project, the cost of obtaining of the digital number plate at Shs735,000 for the new one and Shs150,000 and Shs50,000 for replacement on vehicles and motorcycles respectively, a charge said to be exorbitant.

The Committee Chairperson, Dan Kimosho says they will write to the Speaker of Parliament Anita Among seeking permission to meet President Museveni and discuss streamlining the project.
