Summary

  • Ugandan President Museveni met with Sudanese Transitional Sovereignty Council delegates to urge an end to Sudan’s conflict, involving the Sudan Armed Forces and Rapid Support Forces. Museveni emphasized dialogue and peace efforts, with General Al-Burhan’s camp showing willingness to engage. The meeting follows Sudan’s absence from an IGAD summit and prior discussions between Museveni and General Daglo on conflict origins.

Uganda’s President Yoweri Museveni convened discussions on Wednesday with a delegation from Sudan’s Transitional Sovereignty Council in Kampala, urging the conflicting parties in Sudan to seek pathways to end the prolonged conflict and restore tranquility.

The Sudan Armed Forces (SAF), commanded by General Abdel Fattah al-Burhan, and the paramilitary Rapid Support Forces (RSF), under the leadership of General Mohamed Hamdan Dagalo, have been engaged in hostilities for the past ten months, resulting in over 15,000 fatalities and the displacement of approximately 10 million people.

Addressing a delegation representing General Al-Burhan’s faction, led by Mr. Malik Agar, the deputy chairperson of the Transitional Sovereignty Council, at the State House in Entebbe, President Museveni stressed the imperative for all stakeholders involved in the conflict to unite and initiate dialogues.

Museveni, as stated by the State House Press Unit, conveyed to Agar that by coming together, the warring factions could identify and isolate the root causes of the conflict, thereby facilitating the restoration of peace in the nation.

“President Museveni reiterated his call to the combatant forces in Sudan, urging them to cease hostilities, facilitate peaceful elections, and empower the populace to elect their own leaders,” the statement asserted.

Additionally, according to the state house release, General Al-Burhan expressed readiness to engage in a proposed framework aimed at resolving the Sudanese crisis.

“Malik informed President Museveni that Abdel Fattah al-Burhan is prepared to participate in Sudan’s peace process provided the conditions are conducive for the Sudanese people,” the statement disclosed.

The visit of General Al-Burhan’s delegation to Uganda comes shortly after Sudan opted out of attending the 42nd Extraordinary Summit of the Intergovernmental Authority on Development (IGAD) held in Kampala on January 18.

Sudan cited IGAD’s invitation to RSF leader General Daglo and the bloc’s perceived lack of commitment to implementing the outcomes of the Djibouti summit as reasons for its non-participation.

Furthermore, the meeting between Museveni and General Daglo in December last year, where they deliberated on the ongoing conflict and strategies for its resolution, preceded this recent gathering.

During the December 13 meeting, General Daglo briefed President Museveni on the origins of the conflict, attributing it to residual factions aided by elements within the armed forces and political parties hindering the peace process.
