KAMPALA, (Examiner) – President Museveni has swiftly signed the Appropriation Bill, 2024 into law following a dramatic parliamentary session that saw the reinstatement of Shs750 billion in the FY2024-25 budget. The move, confirmed by Senior Presidential Press Secretary Sandor Lyle on X (formerly Twitter), comes just days after the President initially declined to assent, citing concerns over budget discipline and national priorities.

In a turnaround, parliament reconsidered the bill on Tuesday, acceding to the President’s directive amidst accusations of executive overreach. The newly enacted legislation now outlines budget allocations for ministries, departments, and local governments, including provisions for fund withdrawals from the Consolidated Fund.

The President’s earlier objections centered on what he described as budgetary indiscipline and suspected corruption, urging parliament to halt future budget reallocations without executive input. Prime Minister Robinah Nabbanja defended the President’s actions, emphasizing his respect for parliamentary authority despite the contentious back-and-forth.

The signing of the Appropriation Bill marks a pivotal moment in Uganda’s fiscal policy, underscoring ongoing tensions between executive control and legislative oversight in budgetary matters.
