Rubanda MP Acknowledges Receipt of Controversial Service Award

RUBANDA, (Examiner) – Rubanda District’s Commissioner of Parliament, Prossy Akampurira Mbabazi, has disclosed that she lawfully received 400 million Shillings designated as a “Service Award,” which she utilized to empower women’s groups across Rubanda District with parliamentary approval.

Akampurira, also the Rubanda District Woman MP, along with two other NRM Parliamentary Commissioners and former Leader of Opposition Mathias Mpuuga, has faced scrutiny for dividing a 1.7 billion Shillings service award. The other Commissioners involved are Esther Afoyochan, Zombo Woman MP, and Solomon Silwanyi, Bukooli Central MP.

Currently, some MPs are gathering signatures to potentially censure these Commissioners for allegedly mishandling the “service award.”

During the District Women’s Day celebrations at Kacerere Playground in Kacerere town council, Rubanda West County, Akampurira addressed her constituents and confirmed receiving the 400 million Shillings as a “Service Award.” She explained that a portion of the funds went towards launching the “Prosperous Women Rubanda” (PWR) project, aimed at providing 300,000 Shillings in seed capital to each of the 461 village women’s groups. However, challenges have hindered extending the project’s reach across the entire district, leaving some areas underserved.

The use of the service award has sparked controversy among Rubanda District residents, who criticize its allocation away from essential district services like healthcare and water access. They argue that redirecting these funds could have significantly improved local living conditions.

The District Women’s Day event, themed “Inspire Inclusion,” emphasized the importance of inclusive development and socio-economic transformation. State Minister of Finance Henry Musasizi, also Rubanda East MP and NRM Chairperson for Rubanda District, presided over the event, which was largely funded by the District Treasury, local NGOs, and contributions from Minister Musasizi himself, according to District LC5 Chairman Stephen Ampeire Kasyaba.
