Apac, Uganda | THE BLACK EXAMINER | Police in Apac have arrested Mr. Douglas Odoc, the senior assistant town clerk and treasurer of Agulu Division in Apac Municipality, on charges of fund diversion and abuse of office. The arrest, ordered by Apac Resident District Commissioner Mr. George Abudul, stems from allegations that Odoc and Mr. Bob Bongo Rukis diverted funds totaling Shs26.7 million from the Discretionary Development Equalization Grant (DDEG).

These funds were originally allocated by Apac Municipal Council for the construction of the division headquarters, a project that has been stalled for over six months. The trouble began when Agulu Division chairman, Mr. Julius Okello, locked division offices due to suspicions of fund misuse.

Ms. Lilly Akidi, Apac Municipal senior internal auditor, emphasized that such fund diversion hampers development and undermines council decisions. Mr. Odoc admitted to the fund diversion and lack of adherence to DDEG guidelines. Both suspects are in custody at Apac Central Police Station, with investigations underway to ensure justice is served and the misappropriated funds are recovered for the continuation of the division headquarters construction project.
