Brigadier General Austin Kasa Kamanyire, the outgoing Chief Comptroller Finance (CCF) of the Uganda Peoples’ Defence Forces (UPDF), has been reminded of his enduring connection to the UPDF as he embarks on his journey into the civilian world following his retirement.
During the Hand/Take Over ceremony at the Ministry of Defence and Veteran Affairs (MODVA) headquarters in Mbuya, Kampala, where Col. Robert Mugabe is taking over as the caretaker CCF from Brig Gen Austin Kasa Kamanyire, Major General Leopold Kyanda, the UPDF Joint Chief of Staff (JCOS), emphasized that UPDF will always welcome his advice and counsel, regardless of the circumstances.
Acknowledging Brig Gen Austin Kasa Kamanyire’s commendable service punctuated by integrity, Maj Gen Kyanda commended his contributions and urged him to uphold the principles of discipline even in his civilian life.
To Col. Robert Mugabe, who is assuming the role of Incoming CCF, Maj Gen Kyanda extended congratulations on his new appointment and wished him success. He underscored the uniqueness of the CCF office, which necessitates effective cooperation with civilian staff.
In his remarks, Brig Gen Austin Kasa Kamanyire expressed gratitude to the UPDF leadership for their guidance throughout his illustrious career. He also called on the leadership to address staffing gaps at both brigades and battalions to enhance service delivery in the financial domain.
Col. Mugabe, in his acceptance speech, conveyed his enthusiasm for the opportunity to serve the UPDF in a different capacity as CCF. He pledged to enhance service delivery and emphasized the importance of teamwork in fulfilling financial responsibilities.
Col. Mugabe also encouraged all members in the finance and administration sector to broaden their expertise by pursuing military courses in various fields beyond finance. He highlighted that possessing diverse skills leads to greater efficiency and effectiveness.
The Chief Comptroller Finance (CCF) plays a pivotal role in providing financial support to UPDF’s command and administration functions, ensuring optimal resource utilization as mandated.
The handover event saw the presence of several distinguished guests, including Mr. Cox Anguzu, the MODVA Commissioner of Human Resource Management, Brig Gen James Kinalwa, Chief Personnel and Administration, and Brig Gen Prof Gordon Busingye, Chief Legal Services, alongside other senior and junior UPDF officers.
