Pallisa District | The Black Examiner – Territorial Police in Bukedi North, working in collaboration with Pallisa district authorities, have apprehended four individuals suspected of involvement in a disturbing case of kidnap for ransom and human trafficking. The victim, a 16-year-old female student identified as Aguti Harried Vick from Pallisa Secondary School, was rescued from captivity after a relentless effort by law enforcement.
According to gathered information, on the afternoon of August 8, 2023, Aguti Harried Vick left her school premises around 4:00 PM, with the intention of returning home. Tragically, her journey was interrupted by an 18-year-old male student, Okiria Constant, who allegedly coerced and transported her to her sister’s residence. There, she was reportedly held against her will.
The harrowing ordeal continued on August 9, 2023, when the victim was compelled to communicate with her parents, urging them to meet the demands of her captors and secure her release. A heart-wrenching conversation took place around 9:03 AM, where the victim pleaded for her life while instructing her mother to send the demanded ransom.
Swift and decisive action by a dedicated task team ultimately led to the recovery of the victim. The team’s efforts culminated in the arrest of four suspects: Pte Aguwa Justine Andrew, a 29-year-old soldier attached to Ruhengeri; Okanya Emma, a 28-year-old peasant residing in Senior Quarter Cell, Pallisa Town Council; Okiria Constant, an 18-year-old student of Pallisa Secondary School; and Imoit Anna Florence, a 26-year-old businesswoman from Kisenyi Cell, Pallisa Town Council. The suspects are currently under investigation and awaiting their day in court.
The evidence seized by law enforcement includes a toy pistol, a bayonet, a National ID card, and other pertinent exhibits. These items underscore the gravity of the situation and the danger that the victim was subjected to during her captivity.
Authorities have raised an alarm regarding the increasing incidents of kidnappings targeting teenagers. In many cases, these abhorrent acts are perpetrated by individuals familiar with the victims’ families, who meticulously gather information on their potential targets. The victims’ loved ones are then coerced into meeting ransom demands promptly, leading to an agonizing race against time to secure their release.
