Ex-URC MD Granted Bail Over Fraudulent Documents

Kampala, Uganda | THE BLACK EXAMINER | Stanley Sendegeya, the former managing director of Uganda Railways Corporation (URC), accused of using fraudulent academic documents to secure his position, has been granted bail by Buganda Road Court Grade One Magistrate Siena Owomugisha. Sendegeya, residing in Jjanda Village, Namugongo, Wakiso district, was released on a cash bail of sh1m, with substantial sureties including his wife Maureen Kizito, son Emmanuel Kiyingi, and mother-in-law Justine Musisi, each executing a noncash bail of sh10m.

The magistrate emphasized the presumption of innocence until proven guilty. Sendegeya faces charges of forgery, uttering false documents, and providing false information, carrying a maximum sentence of three years upon conviction. The State Attorney, Juliet Nyamwiza, informed the court that investigations are ongoing.

The allegations state that in July 2020, Sendegeya knowingly presented false information to URC through Deloitte Uganda Limited, claiming to hold a master’s degree in Business Administration. The case is part of broader corruption allegations at URC, investigated by the State House Anti-Corruption Unit, including the purchase of locomotives and irregular land dealings.

In response to complaints about Sendegeya’s irregular appointment, the SHACU investigated, leading to his removal as URC managing director. The Uganda Railways Workers’ Union later urged Parliament to inquire into financial losses, citing mismanagement and improper procurement of locomotives. The court adjourned the case to November 27, 2023, for the hearing of the bail application.
