Jinja ADF Suspect Mentally Stable, says Psychiatrists

The Joint Anti-Terrorism Task Force has persistently conducted operations against alleged terror cells linked to the Allied Democratic Forces (ADF) within the nation.

These task force teams are comprised of the Chieftaincy of Military Intelligence, Internal Security Organisation, and Counter Terrorism and Crime Intelligence.

Speaking to reporters at the Uganda Police Headquarters in Naguru, Kampala, on Monday, Fred Enanga, the spokesperson for the Uganda Police Force, disclosed that the Joint Territorial Team in Kiira Region and Kiira Central Division apprehended Nyanzi Levi David Mwenze around 4:45 am. This followed reports indicating that he was photographing the Embassy restaurant and bar on Iganga road in Jinja city.

According to Enanga, the suspect, who posed as a mentally unstable person, was dressed in extremely dirty clothes and had cash in denominations of sh50,000, sh20,000, and sh10,000.

The police spokesperson revealed that the arrested individual was found in possession of incriminating evidence, including AK47 bullets, four SIM cards, eight Jinja City Street parking receipts for a vehicle with registration number UBK 620F, three other SIM cards, and school receipts from Victoria Boarding Primary School.

Enanga stated that the suspect admitted to being an ADF rebel on a surveillance mission. Although he was examined by a psychiatrist and deemed mentally stable, he had feigned madness. Efforts are underway to locate other members of the cell in Jinja city.

In a separate incident, the Police in KMP North and Nansana division detained Baron Muzigyei, a 40-year-old Congolese national, on December 10, 2023. He was accused of being a rebel after being heard discussing rebel groups in the Democratic Republic of Congo (DRC) on the phone.

Muzigyei was apprehended around 2:00 am at a local bar in Ochieng zone, Nansana division, Wakiso district. The suspect, hailing from Beni, DRC, lacked identification documents and was transferred to Crime Intelligence for further questioning.

The Police spokesperson emphasized that the ADF is significantly weakened both in the DRC and Uganda. However, remnants of the group are attempting to establish mobile, autonomous, and flexible operative cells for potential attacks on vulnerable targets in the country.

Enanga underscored that the ongoing arrests and disruptive operations aim to hinder the mobility and proliferation of these cells. He expressed gratitude to local communities for providing valuable information leading to the arrest of the suspected rebels and urged the public to remain vigilant and cautious in their daily activities.
