Expressing doubt in the military engineering unit’s expertise and equipment for the task, the Lord Mayor emphasized the need for the SFC to exit Kampala. Lukwago conveyed this message strongly during a press conference on Tuesday, stating, “Lt. Kikomeko, go back to the barracks; Muhoozi, take your men out of our city. Your expertise is better suited for handling the insecurity at our borders.”
Lukwago’s concerns centered around a 2-billion-shilling contract assigned to the SFC’s Construction Regiment to address potholes covering 19,324 square meters (approximately 3 kilometers) in the central division.
Despite a visit by Gen Muhoozi Kainerugaba, the president’s advisor on special operations, accompanied by SFC engineers and KCCA Executive Director Dorothy Kisaka, Lukwago remained skeptical about the SFC’s readiness for such a project. He criticized their capacity, lack of equipment, and questioned the number of engineers at their disposal.
At the press conference, Lukwago revealed that he had called a crisis meeting with Eng David Luyimbazi, the KCCA Deputy Director, to seek accountability for the allocated 250 billion shillings for city road repairs and to clarify KCCA’s involvement.
