Kampala, Uganda | THE BLACK EXAMINER | A total of 15 recently appointed members of the Area Land Committees in Rubaga, Kawempe, and Nakawa divisions within Kampala City have formally sworn in, taking their oath of office on Tuesday. The swearing-in ceremony was presided over by Kampala Mayor Erias Lukwago at the Lord Mayor’s Parlor in Kampala.

Simultaneously, members from Makindye and Central divisions are scheduled to take their oaths in the initial week of December.

Johnbosco Mayinja chairs the committee for Kawempe Division, with other members including Rev Godfrey Luswata, Stella Mugerwa, Achilles Byaruhanga, and Paul Oyiwa. The Nakawa Division Land Area Committee, led by John Musede, comprises members such as Alex Rovans Lwanyaga, Stella Kiryowa, Sophia Busingye, and Ibrahim Nsereko.

Hamdan Kigozi Semugooma heads the Rubaga Division committee, joined by members Ms Prossy Nabatanzi, Mr Jordan Mugerwa, Mr Patrick Mbazira, and Deo Mbabazi.

Addressing the committee members during the ceremony, Lukwago urged them to uphold ethical leadership, emphasizing the sensitivity of land matters in Kampala. He reminded them of their appointment through rigorous processes and urged diligent execution of their roles in accordance with the law and guidelines.

The establishment of the Area Land Committees is outlined in Section 64 of the Land Act of 1998, Cap.227. These committees serve in an advisory capacity to the District Land Board on land-related issues, including determining land rights.

According to the Act, committee members hold office for a three-year term and may be reappointed for an additional term. Lukwago, however, highlighted that the Kampala Capital City Authority has the authority to terminate any committee failing in its duties or for valid reasons determined by the district council.

These division committees assume office amid legal challenges faced by Kampala District Land Board Chairperson David Balondemu, who is accused of obtaining over Shs2b from a United States-based firm, KG Unlimited LLC, through alleged fraud.
