The endorsement came during a meeting held on January 1, 2024, at the President’s residence in Rwakitura, Kiruhura District, where he discussed the initiative with Rev. Dr. Ock Soo Park.

Rev. Dr. Ock Soo Park, a South Korean evangelist and the founder of the International Youth Fellowship, proposed the idea for the institute. Expressing enthusiasm for the project, President Museveni stated, “That is a very good idea because that is what our people here need.”

During the meeting, Rev. James Kim, the chairman of the International Youth Fellowship-Uganda, informed the President that they have been conducting mind education programs for public servants, including teachers and youth, over the past decade. He also mentioned collaboration with the Ministry of Public Service to train civil servants in mindset change. The initiative received praise from ICT State Minister Godfrey Kabbyanga Baluku for its positive impact on transforming the mindset of young people.
