IGG Orders Arrest of Rakai, Kyotera District Officials Over Shs638m Payroll Fraud

Deputy Inspector General of Government (IGG) Anne Twino Muhairwe has issued orders for the apprehension of two officials from the districts of Rakai and Kyotera. They stand accused of involvement in a payroll scam resulting in a staggering financial loss of Shs638 million.

The individuals in question are identified as Rakai District’s principal human resource officer, Rose Yawe, and her counterpart from Kyotera District, Aaron Kayinga.

According to government records, Yawe held the position of senior human officer in Rakai District, while Kayinga served as a human resource officer, also acting as the secretary for the District Service Commission. These alleged transgressions occurred prior to Kyotera’s establishment as an independent administrative entity.

Deputy IGG Muhairwe’s directives for the arrest of the implicated duo were delivered during a gathering of civil servants from both districts, convened at the Kyotera District headquarters over the weekend. Notably, the accused individuals were present during this meeting.

As of Sunday evening, Kayinga and Yawe remain detained at the Kyotera Police Station pending ongoing investigations into their alleged misconduct.

During the course of the meeting, Deputy IGG Muhairwe voiced her dismay at the behavior of Rakai District Resident District Commissioner (RDC) Sarah Kiyemba, accusing her of arrogance and non-cooperation. Muhairwe stressed the importance of collaborative efforts from all public officers, particularly those in oversight roles like the RDC.

This recent development adds to Kayinga’s previous controversies. In 2020, he faced interdiction by the Kyotera District Chief Administrative Officer (CAO) over suspicions of irregular staff recruitment and extortion. Allegations surfaced that Kayinga solicited bribes from applicants in exchange for job placements, with at least six successful candidates found to have submitted falsified documents.

Jimmy Ssemanda, one of the unsuccessful applicants, came forward alleging bribery attempts by Kayinga. Despite his interdiction, Kayinga remained active in his duties until the intervention of the IGG’s office.
