Recent revelations from a United Nations report, disclosed to Reuters on Monday, allege that the Ugandan army has provided assistance to the M23 rebel group operating in eastern Democratic Republic of Congo. This development comes amidst escalating clashes in the region, sparking concerns of a potential new conflict.

Uganda has firmly denied these accusations, asserting instead its close collaboration with Congolese government forces. The UN has long accused Rwanda of backing the M23, a Tutsi-led group that has intermittently seized control of significant parts of eastern Congo, accusations Rwanda has consistently refuted.

Background

Congo has endured decades of conflict, with interventions by Uganda and Rwanda in 1996 and 1998 purportedly aimed at combating local militia groups. Currently, Uganda remains engaged in joint operations with Congolese troops against a Ugandan rebel faction.

Since 2022, the M23 rebels have reignited insurgency efforts in the militia-infested eastern Congo.

International Response

In November 2022, Ugandan troops joined a regional contingent tasked with monitoring a ceasefire involving the M23. However, Congolese authorities have since criticized the effectiveness of this force and called for its withdrawal.

According to the UN Security Council’s Group of Experts, there is evidence implicating military officials and intelligence personnel in actively supporting the M23. This includes reported meetings between M23 leaders, including sanctioned figures like Sultani Makenga, and Ugandan counterparts.

Official Responses

Responding to these allegations, Uganda’s armed forces deputy spokesperson, Deo Akiiki, dismissed the accusations as baseless, emphasizing Uganda’s commitment to regional stability alongside Congolese forces (FARDC).

Rwanda, implicated in the report for alleged military involvement with the M23, countered by accusing Congo of supporting and collaborating with the Democratic Forces for the Liberation of Rwanda (FDLR), a Hutu rebel group targeting Tutsis across borders.

As tensions mount, regional dynamics continue to evolve amid conflicting narratives and international scrutiny.

This rewritten version condenses the original report while maintaining clarity on the complex geopolitical issues at play in the region.
