The World Justice Project (WJP) Rule of Law Index 2023 reveals a concerning erosion of the rule of law in many countries this year. However, there is a ray of hope as Uganda stands out as one of the few nations to witness an increase in its Rule of Law index score.
According to the latest index, Uganda’s score has improved, placing it at 28th out of 34 in the Sub-Saharan Africa region and 125th out of 142 surveyed countries globally. Within the region, Rwanda leads the pack at 41st globally, followed by Namibia and Mauritius. Tanzania ranks 98th, while Kenya is at 101st place on the global scale.
Among low-income countries, Uganda secures the 13th spot out of 18.
It is worth noting that the most significant decline in the rule of law factor between 2016 and 2023, experienced by 77% of countries, including Uganda, is in fundamental rights. Additionally, the index points out that this year, 66% of countries saw their index scores for Civil Justice decrease, primarily due to greater justice delays and weaker enforcement. Uganda, however, stands as an exception, demonstrating an improvement in its Civil Justice score.
As noted by WJP President William Neukom, the world continues to grapple with a rule of law recession marked by executive overreach, the curtailment of human rights, and justice systems that struggle to meet people’s needs.

On the global stage, Denmark holds the top position in the 2023 WJP Rule of Law Index, with Norway, Finland, Sweden, and Germany following closely behind. In contrast, Venezuela, Cambodia, Afghanistan, Haiti, and the Democratic Republic of the Congo rank at the bottom of the list.
Over the past year, the countries with the most significant declines in the rule of law are Sudan, Mali, Iran, Nicaragua, and Afghanistan. On the other hand, the nations that have most improved their rule of law scores between 2022 and 2023 include Bulgaria, Honduras, Kenya, Slovenia, and Jordan. Honduras also marked significant progress last year.
The WJP Rule of Law Index, covering 142 countries and jurisdictions, relies on extensive data from household surveys and legal practitioner and expert surveys to measure how the rule of law is perceived and experienced worldwide.
