Uganda Says Carbon Neutrality Plans Hinge on Oil, Gas

Uganda is set to unveil its carbon neutrality plans by 2050 at the UN Cop 28 climate summit in the UAE next month. The country will rely on oil and gas revenues to fund its transition to cleaner energy sources, as stated by Irene Bateebe, the secretary of the Ministry of Energy and Mineral Development.

She emphasized that the sustainable development of Uganda’s oil and gas sector will provide the necessary financing for their energy transition plan. The revenue generated from the new oil and gas sector will fund projects to harness wind, solar, and sustainable biomass energy for off-grid communities.

The strategy will be structured around three main pillars: expanding renewable energy, supporting reforestation efforts in alignment with commitments from Cop 26 and Cop 27, and ensuring universal access to electricity across the country by 2040.

Uganda has a goal to develop nearly 52,000MW of hydropower by 2040, with about 80% of its current energy supply coming from clean hydropower sources. The construction of a 600MW hydropower dam received partial funding from the Uganda Petroleum Fund, established in collaboration with the Ministry of Finance to advance infrastructure development.

Uganda expects that its oil and gas development plans will contribute over $40 billion to the economy over the next 25 years. TotalEnergies has initiated drilling operations at the Tilenga oil field, with planned first oil production in 2025, partnering with CNOOC and Uganda’s state-owned Unoc. This project will be supported by the East African Crude Oil Pipeline (EACOP), although it has faced opposition from environmental groups due to associated ecological and humanitarian concerns.
