UK Sanctions Kayihura, Baluku, and Kony Over Human Rights Abuse

The United Kingdom has expanded its sanctions list, targeting individuals and entities linked to human rights abuses and conflicts in Africa. The comprehensive list, available at UK Sanctions List, includes detailed information on those subject to asset freezes and travel bans. Here are some of the notable additions to the list:

1. SEKA BALUKU – DRC0059

Seka Baluku, a key figure in The Democratic Republic of the Congo (DRC), faces sanctions under the EU Exit Regulations 2019. The UK accuses Baluku, born on dd/mm/1977 in Uganda, of being the overall leader of the Allied Democratic Forces (ADF), a group notorious for its involvement in regional conflicts. Baluku, also known by aliases Mzee Kajaju, Lumonde, Lumu, and Musa, is subject to asset freezes and travel bans. His base at Kajuju camp in Medina II, Beni territory, North Kivu, has been designated as part of the sanctions.

2. KALE KAYIHURA – GHR0085

Kale Kayihura, born on 26/12/1955 in Kisoro District, Uganda, served as the Inspector General of the Ugandan Police Force from 2005 to 2018. Designated under the Global Human Rights Sanctions Regulations 2020, Kayihura is accused of violating the right to life and the prohibition of torture or cruel, inhuman, or degrading treatment. The UK imposed asset freezes and travel bans on Kayihura, whose Muyenga address in Uganda is part of the sanctions.

3. PAUL MALONG AWAN ANEI – SSU0006

Paul Malong Awan Anei, born on various dates including 04/12/1960 and 01/01/1962, is targeted under The South Sudan (Sanctions) (EU Exit) Regulations 2019. The former Chief of Staff of the Sudan People’s Liberation Army (SPLA) faces accusations of orchestrating human rights abuses, directing attacks on civilians, and obstructing humanitarian efforts. Malong, also known as Bol Malong and Paul Malong, holds multiple passports, including South Sudan and Sudan numbers. His designation by the UK dates back to 13/07/2018.

4. LORD’S RESISTANCE ARMY – CAF0002

The Lord’s Resistance Army (LRA), a notorious entity, is sanctioned under The Central African Republic (Sanctions) (EU Exit) Regulations 2020. Led by Joseph Kony, the LRA has engaged in the abduction, killing, and mutilation of thousands of civilians in Central Africa. Multiple addresses in Central African Republic and Congo (Democratic Republic) associated with the LRA have been frozen. The group, active since the 1980s, is infamous for its atrocities.
