Summary:

  • Mukulu, who still remains alive, albeit incarcerated, seems to serve as a symbol for the ADF, maintaining its ideological cohesion and resilience. The question now is whether the ADF insurgency will lose its fangs once and for all if Mukulu were to meet his demise.

In the complex landscape of insurgency and conflict, one name continues to cast a long shadow over the efforts to curb the Allied Democratic Forces (ADF) in Uganda and the Democratic Republic of the Congo – Jamil Mukulu. As the former leader of the ADF, Mukulu’s arrest in 2015 was hailed as a significant victory in the battle against the rebel group. However, recent events suggest that the specter of the ADF insurgency may be closely tied to Mukulu’s continued existence.

While it is tempting to view Mukulu’s death as a panacea for the ADF threat, caution is warranted. Counterinsurgency efforts must address the root causes of the ADF’s appeal, its recruitment networks, and the conditions that enable its survival.
