DPP Files New Charges Against Ex-Rubaga Deputy RCC, Anderson Burora

The Director of Public Prosecutions (DPP) has brought additional charges against Herbert Anderson Burora, the former Deputy Resident City Commissioner of Rubaga Division. Burora appeared in Buganda Road Chief Magistrates Court on Friday, presided over by Chief Magistrate Ronald Kayizzi.

The court heard that between March and June 2024, Burora allegedly used his X Handle, Harder HB, to share malicious information about Speaker of Parliament Anita Annet Among. The information portrayed Among as a torturer, murderer, kidnapper, and corrupt official.

Prosecution claims that Burora’s posts were intended to ridicule, degrade, demean, and promote hostility against Among. Burora, however, denied the charges and applied for bail, presenting his cousin Yasin Katwere, Managing Director of Success Motors, and his wife Georgina Burora as sureties. The prosecution requested additional time to verify the sureties’ documents.

Earlier, Burora’s defense lawyers, David Kamukama and Benjamin Katana, sought to dismiss the initial charges, arguing the charge sheet was defective. They claimed it lacked specifics on the offense and how it was committed. Prosecution’s Richard Birivumbuka countered, asserting the charge sheet was valid and not incurably defective. Chief Magistrate Kayizzi sided with the prosecution, stating that detailed evidence would be presented during the trial.

The court directed prosecutors to amend the charge sheet to include specific words constituting hate speech and malicious information. Kayizzi criticized Burora’s lawyers, suggesting their strategy contributed to his prolonged incarceration without bail.

Burora has been remanded to Luzira Prison for nine days, with a court appearance scheduled for July 19, 2024. His legal troubles began in March 2024 after he posted allegations of corruption against Speaker Among. Suspended from office on March 14th, Burora resigned on March 18th to “protect his conscience.”
